Late Arrival

We did not manage to get in time provided by the organisation. We have to write in and check for the delay parcel. I just felt that someone should monitor the smooth delivery to the destination but not the customer. I was wondering if I did not write in to check for the late parcel, Am I right to say that I will never get my item?
